Dr. Chaney, who received the Doctor of Ministry degree focusing on Collaborative Leadership in the 21st Century from United Theological Seminary in Dayton, Ohio, joined the board in 2011 and is the Immediate Past Chairman (2011-2015). Active in the community, his present memberships and affiliations are numerous including an appointment by former Governor Brian Sandoval to the Nevada Commission on Minority Affairs (2018- Present) as Chairman.

A member of the board since 2013, Franklin is the Clerk of the Court/Las Vegas Paiute Tribal Court. A native of East St. Louis, Illinois he has called Las Vegas home since 2010 and former Case Management Coordinator with the Chicago-Urban League.
